Impact of the Leandro Plan on County-Level Early Education Funding

Leandro Plan Overview 

The Leandro Comprehensive Remedial Plan calls for multi-faceted reform of North Carolina’s early education programs to:

  • Build a robust system of high-quality early learning opportunities.
  • Provide early services and intervention for children with the greatest need.
  • Improve training and support for early childhood educators.
  • Ensure young children remain on a positive trajectory for learning and development as they transition into the early grades of school.

The interactive table below shows the estimated county-level impact from increased investment in three major elements of the Leandro Plan for early education (serving children from birth through age 5):

  • NC Pre-K
  • Smart Start
  • NC Infant Toddler Program (Early Intervention)

It is important to note that the three categories chosen for this calculation tool (NC-PreK, Smart Start, and NC Infant Toddler Program) are just three elements of a larger, comprehensive plan for early education under the Leandro Remedial Plan.
