WestEd’s report for Leandro v. State of North Carolina

“SOUND BASIC EDUCATION FOR ALL: An Action Plan for North Carolina”

In the 1997 decision for Leandro v. State of North Carolina, the North Carolina Supreme Court declared the constitutional right of all children to a “sound basic education”.

In 2017, the court sought to facilitate a remedy for Leandro and ordered an independent analysis of the North Carolina school system to determine what changes were needed to provide every child with adequate education.

The WestEd consulting group, in collaboration with other education experts, released their findings in 2019.
